MOMENT OF SILENT REFLECTION AND PLEDGE OF ALLEGIANCE

 

Mr. Lodge led the School Board in a moment of silent reflection, followed by the Pledge of Allegiance.

 

PRESENTATION BY THE IBERVILLE PARISH AG CENTER

 

Mr. Miles Brashier, Parish Chair, LSU AgCenter, gave a presentation to the board stating that the LSU AgCenter is dedicated to providing innovative research, information and education to improve people’s lives.  He stated that the LSU AgCenter works in a unique statewide network of parish extension offices, research stations and academic departments.  It helps make the best use of natural resources, protect the environment, enhance agricultural enterprises and develop human and community resources. 

 

Mr. Brashier then introduced Ms. Kellee Lassiter, a new employee with the Iberville Parish Extension Office.  Ms Lassiter gave a brief bio and stressed her commitment to the LSU AgCenter as well as Iberville Parish.  Ms. Lassiter then introduced Ms. Ashley Pitre, Assistant Extension Officer.  Ms. Pitre introduced students from different schools in Iberville Parish.  Each student addressed the board giving a quick overview of their experience being a member of the 4-H Club.  At the end of the presentation, Mr. Brashier introduced other staff members that were in attendance at the school board meeting.

 

 

 

 

RECOGNITION OF EAST IBERVILLE SCHOOL FACULTY MEMBERS FOR SUCCESSFUL GRANT WRITING AND RECEIVING NUMEROUS GRANTS

 

Ms. Broussard named teachers from East Iberville Elementary and High School and commended them for their successful grant writing and for receiving numerous grants.  Certificates of appreciation will be sent to those teachers.

 

PRESENTATION ON THE 21ST CENTURY CAREER CENTER AT NORTH IBERVILLE

 

Ms. Janet Tassin, Adult Education Supervisor, addressed the board regarding the 21st Century Career Center at North Iberville School.  Ms. Tassin informed the board that the 21st Century Career Center of Iberville Parish believes that every citizen deserves to live a life filled with hope and opportunity.  She stated that this facility and its programmatic offerings will provide a safe, educational and positive atmosphere where citizens can prosper and reach their full potential successfully. 

 

Ms. Tassin explained to board members that the center is open every day to provide a safe place while meeting the needs of the community.  She also stated that the center will have full/part-time, trained professionals providing services and managing the oversight of these programs.  Ms. Tassin stated that volunteers are welcome.  Ms. Tassin went on to explain that there are three phases of programmatic offerings that will be implemented at the center.

DISCUSS AND CONSIDER INSURANCE COVERAGE FOR NON-ACTIVE BOARD MEMBERS WHO HAVE SERVED IN THE CAPACITY OF BOARD MEMBER OF IBERVILLE PARISH FOR A MINIMUM OF EIGHT YEARS

 

Ms. Sansoni asked the board to adopt a policy granting insurance coverage for non-active board members who have served in the capacity of board member of Iberville Parish for a minimum of eight years.  Ms. Sansoni stated that other districts in Louisiana have passed policies similar to the one she would like to see Iberville Parish adopt for its board members.  She informed the board that she suggested the policy apply to board members of Iberville Parish who have served as board member for a minimum of eight years but did not have a problem if the board felt the need to change the minimum number of years.  Ms. Sansoni stated that East Baton Rouge Parish has a policy that stipulates board members must serve a minimum of 10 years. Mr. Distefano suggested that 12 years would be better since it would balance with four year terms of board members. Several board members stated that they felt this issue needed to be referred to the insurance committee and have them come back to the board with a recommendation in February.

 

Mr. Delahaye stated that the school board has already received an opinion from board attorney that adopting this policy would be contrary to state law.

RESOLVED:   To refer this issue to the insurance committee and have the insurance committee                                    come back to the board in February with a recommendation.

Ms. Landry asked the board to approve the academic and attendance incentive programs for the 2008-2009 school year.  Ms. Landry informed the board that employees qualifying for the incentive would receive the incentive in their March checks at the latest.

 

Ms. Ourso stated that in the future she would like to see the “leg” work done ahead of time and try to have employees receive the incentive in January.

Ms. Ourso stated that she would like the board to approve requiring all gifted students interested in attending the Math, Science and Arts Academies to apply by the deadline set by the school board, the same deadline as anyone else applying to be a part of the lottery.

Ms. Ourso asked the board to approve requiring all students, except those gifted and talented, to be selected for the Math, Science, and Arts Academies by the lottery.  Ms. Ourso stated that she would like to change the policy automatically accepting siblings into the academy and require them to only be accepted through the lottery like all other students, with the exception of gifted and talented students who are automatically accepted.

LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY (LDEQ)

DRAFT WATER DISCHARGE PERMIT

 

The LDEQ, Office of Environmental Services, is accepting written comments on a draft Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for , , .  The facility is located at 10886 Highway 75  Parishes. 

 

The principal discharge from this existing source is made into , waters of the state classified for .  Under the SIC  , the applicant proposes to .

 

During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody.  As with any discharge, however, some change in existing water quality may occur.

 

Written comments, written requests for a public hearing or written requests for notification of the final decision regarding this permit action may be submitted to Ms. Soumaya Ghosn at LDEQ, Public Participation Group, P.O. The successful Bidder shall be required to furnish a Performance and Payment Bond written by a company licensed to do business in Louisiana, in an amount equal to 100% of the Contract amount. Surety must be listed currently on the U.S. Department of Treasury Financial Management Service List (Treasury List) as approved for an amount equal to or greater than the contract amount, or must be an insurance company domiciled in Louisiana or owned by Louisiana residents.             The Mayor and Board of Selectmen met for a Special Meeting at Plaquemine City Hall, third floor conference room, 23640 Railroad Avenue, City of Plaquemine, Parish of Iberville, State of Louisiana, 70764 on Tuesday, January 26, 2010, at 6:30 p.m. with the following members present:

Present:  Mayor Mark A. Gulotta and Selectmen Lindon A. Rivet, Jr., Oscar S. Mellion, Ralph J. Stassi,

  Jr., Michael W. Rivet and Jimmie Randle, Jr.

The Pledge of Allegiance followed the Clerk’s evidence of proper notice for the calling of the meeting.

PRESENTATION:

DISCUSSION WITH DR. CHARLENE BISHOP, CAPITAL AREA COMMUNITY MEDIATION CENTER REPRESENTATIVE, ON ESTABLISHING A WESTBANK SUPERVISED VISITATION AND SAFE EXCHANGE CENTER.

            Dr. Charlene Bishop requested city’s assistance in applying for a Department of Justice Safe Haven Grant totaling $200,000.00 to $300,000.00 regarding a Capital Area Community Mediation Center (CACMC).  Mayor Gulotta reported the Old Council on Aging building on Ferdinand Street as a possible location.  Item to be placed on the Regular Meeting of February 9, 2010.

NEW BUSINESS:

TO ADOPT A RESOLUTION REGARDING THE COOPERATIVE ENDEAVOR AGREEMENT BETWEEN THE STATE OF LOUISIANA AND CITY OF PLAQUEMINE, FP&C PROJECT NO.: 50-MN6-09-01, PROJECT NAME:  MUNICIPAL JOINT FIELD OPERATIONS OFFICE (COPAC).

Jr., Oscar S. Mellion, Michael W. Rivet and Jimmie Randle, Jr.:

RESOLUTION

WHEREAS, the City of Plaquemine has been awarded appropriation funding in accordance with

The Louisiana Legislature, House Bill 2 (Regular Session 2009) in the amount of $150,000 for the Municipal Joint Field Operations Office, item number 50/MN6-Plaquemine (1687); and

WHEREAS, in accordance with the Cooperative Endeavor Agreement between the State of

Louisiana and City of Plaquemine, FP&C Project Number:  50-MN6-09-01, it is required to have an assigned city official to act on behalf of the City of Plaquemine, in all matters pertaining to this project, including certifying requests for State disbursements; and

WHEREAS, the Honorable Mark A. “Tony” Gulotta, Mayor, on behalf of the City of

Plaquemine, be empowered, directed and authorized through the Mayor and Board of Selectmen to sign any and all documents on behalf the Cooperative Endeavor Agreement between the State of Louisiana and City of Plaquemine; and

THEREFORE BE IT RESOLVED, that the Honorable Mark A. “Tony” Gulotta, Mayor, be

empowered, directed and authorized to sign any and all documents relating to the Cooperative Endeavor Agreement between the State of Louisiana and City of Plaquemine, FP&C Project Number:  50-MN6-09-01, Project Name:  Municipal Joint Field Operations Office.

            Absent: None.

            Mayor Gulotta reported once the Cooperative Endeavor is in place, the city will receive bids for the COPAC roof along with the city receiving a $50,000.00 grant from the State to replace the windows.

COMMITTEE REPORTS.

A) Update – zoning map and related matters.

            Mayor asked the Board to carefully review their proposed new zoning maps and contact city inspector on any areas of concern.

B) Update – road program with Tony Arikol of Professional Engineering Consultants (PEC).

            Construction Manager Dow Hillhouse updated the Mayor and Board on the following:

            i)  Sewer Pump Repair Project – Project goes to Department of Environmental Quality (DEQ)

                 for their review and comments.  Once comments are received, will advertise to receive bids.

            ii) Water and Gas Relocation Project – advertisement to receive bids will begin on Thursday,

                 January 28, 2010 and opened on Thursday, February 25, 2010, with construction to start in late

                 March.

            iii) Outflow to River - Weather starting to cooperate, contractors laid 2,350 feet of pipe in three

                  days.  Completion of project depends on weather.

            iv) Pump Station Project – all parts have been ordered with a 16 to 20 week delay time.  Pump

                  station should be ready before the force main.

C)  Sewer Main Force Line Groundbreaking – Groundbreaking Ceremony has been scheduled for

      Tuesday, March 9, 2010 at 5:30 p.m.

D)  Mayor Gulotta reviewed the following items:

            i)  Energy and Weatherization seminar scheduled for Thursday, February 25, 2010 beginning at

                12:00 noon at the Iberville Parish Council on Aging.

            ii) Old Council on Aging building located on Ferdinand Street – presently working on bathrooms

                and progressing very well.

            iii) Hazard Mitigation Grant – The grant for transformers have been applied for with Shaw.

            iv) Utility pole numbering (GPS) – Assistant Director of Utilities Frank Mott supplied status and

                 presented a sample of what the markings will look like.

            v) Utility outage on Friday, January 22, 2010 around 6:00 p.m. – Director of Utilities Ronnie

                  Rockforte stated city has not received a response from Energy for the utility outage.

            vi) LA One Enhancement Project – A pre-construction meeting to be scheduled, with project

                 starting in February 2010.

            (vii) Water Spray Park – new components have been ordered with the expected delivery of two

                    weeks.

            (viii) Waterfront Park Pavilion – should be ready for bid in next 60 days.

            (ix) Grey Monkey Children’s Parade – sponsored by the Iberville Parish Library is scheduled for

      Friday, February 12, 2010 at 12:30 p.m. with the parade route returning to its original route on

                  Railroad Avenue.

            (x) Census 2010 – questionnaires will be mailed March 15, 2010.

E) Tree Trimming – Selectman Lindon A. Rivet, Jr. commended crews for tree trimming.

F) Special Permits Selectman Jimmie Randle, Jr. requested clarification of Special Permits.  Mayor

     advised if there are any questions or concerns, city inspector should be notified.

G) Selectman Oscar Mellion asked about the following:

            i) 58268 Plaquemine Street – City Inspector Brandon Mellieon reported a ticked has been written

               and will go through City Court.

            ii) 23460 Wilbert Street – requested Street Maintenance Director Dickie Simoneaux to have trash

                picked up as needed.

H) 58858 Annex Street – City Inspector Brandon Mellieon reported the electrical work will begin on

     Saturday, January 30, 2010 beginning at 8:00 a.m.

TO APPROVE MINUTES OF January 12, 2010 (REGULAR MEETING) WITH NECESSARY CORRECTIONS.

            Selectman Oscar S. Mellion moved, seconded by Selectman Ralph J. Stassi, Jr., that reading of minutes for January 12, 2010 (Regular Meeting) were waived and approved as accepted with necessary corrections.

In accordance with the laws of the State of Louisiana, and with particular reference to the provisions of Title 30 of Louisiana Revised Statutes of 1950, a public hearing will be held in the Hearing Room, 1st Floor, LaSalle Building, 617 North 3rd Street, Baton Rouge, Louisiana, at 9:00 a.m. on TUESDAY, MARCH 23, 2010, upon the application of BEUSA ENERGY, INC.

            At such hearing the Commissioner of Conservation will consider evidence relative to the issuance of Orders pertaining to the following matters relating to the Frio Zone, Reservoir A, in the Klondike Field, Iberville Parish, Louisiana.

1. To establish rules and regulations governing the exploration for and production of gas and condensate from the Frio Zone, Reservoir A.

2. To create a single drilling and production unit for the Frio Zone, Reservoir A, designated as the F RA SUA as shown on the plat submitted with the application.

3. To name Beusa Energy Inc. as the unit operator for the F RA SUA and the Beusa Energy Inc.-A. Wilbert’s Sons, LLC 72 No. 2 Well as the unit well for the F RA SUA.

4. To force pool and integrate all separately owned tracts, mineral leases and other property interests within the units so created on a surface acreage basis of participation.

5. To allow the Commissioner of Conservation to reclassify the reservoir by Supplemental Order, without the necessity of a public hearing should the producing characteristics of the reservoir change and evidence to justify reclassification is submitted to and accepted by the Commissioner of Conservation. 

6. To consider such other matters as may be pertinent.

            The Frio Zone, Reservoir A is hereby defined as that gas and condensate bearing zone encountered between the electrical log depths of 11,168' to 11,359'md (11,027’ to 11,218 TVD) in the Beusa Energy Inc.-A. Wilbert’s Sons LLC 72 No. 2 Well (SN 239121), located in Section 72, Township 8 South, Range 9 East.

            A plat is available for inspection in the Office of Conservation in Baton Rouge and Lafayette, Louisiana.

CALL TO ORDER

 

Meeting was called to order at approximately 6:15 pm noting that a quorum had been formed with three (3) of the five (5) council members present.

Mayor Grace gave the prayer and led the audience in the pledge of allegiance.

CONSIDERATION OF A REQUEST TO AMEND THE AGENDA TO ADD A PRESENTATION BY FIRE CHIEF FLOYD SANCHEZ

 

Councilman Johnson asked for an amendment to the agenda to add Fire Chief Floyd Sanchez to speak about emergency preparedness in St. Gabriel.  On a motion offered by Councilman Johnson and seconded by Councilwoman Danielfield the approval to add Fire Chief Floyd Sanchez to the agenda at item VI a. is given. 

 

APPROVAL OF THE MINUTES OF THE MEETING ON NOVEMBER 19, 2009

 

On a motion offered by Councilwoman Alexander and seconded by Councilman Johnson the minutes of the November 19, 2009 meeting was approved.

 

 

FINANCIAL REPORT – TAMMY B. PHILLIPS, FINANCE DIRECTOR

 

Ms. Tammy Phillips reported that the financial report would be based on the response to our legislative audit and would be given by Mr. Tommy LeJeune of Faulk & Winkler.  Mr. LeJeune spoke about grant administration which is one of the items mentioned in the audit.  With the new grant administration office that was set up, he was pleased with what he saw.  He had no recommendations for any changes.  A grant administration policy and procedure manual draft will be developed and presented for review to the City Council at the January 2010 meeting.  Mayor Grace reported that most matters have been resolved in the best practices legislative auditors’ report and he would like to see a change in USDA funding regarding non-compliance with revenue bond agreements.  The Mayor said that payroll will be outsourced to PayChex.  Councilman Johnson recommended that we find someone in-house to perform payroll duties because of cost.  Mayor Grace mentioned to Councilman Johnson that PayChex is cost efficient and PayChex will prepare all W2s, 941s and reconcile all accounts.

 

Mayor Grace mentioned that the City is back at square one with delinquent sewer accounts.  Water Works District #2 said that it would charge the City $25 to disconnect the water for delinquent sewer accounts and $25 to reconnect these accounts once they are paid in full.

 

 

CONSIDERATION OF A RESOLUTION TO CHANGE BANKING INFORMATION ON THE SENIOR CITIZENS BANK ACCOUNT WITH IBERVILLE BANK -  HERMAN WILSON

 

On a motion offered by Councilwoman Danielfield and seconded by Councilwoman Alexander followed by a roll call vote of three (3) yeas [Deborah R. Alexander, Flora J. Danielfield, and Ralph Johnson, Sr.], no (0) nays, two (2) absent [Freddie Frazier, Sr. and Melvin Hasten, Sr.] and none (0) abstaining, the approval to adopt a resolution to change banking information on the Senior Citizens’ bank account with Iberville Bank was given.

 

 

PRESENTATION BY FIRE CHIEF FLOYD SANCHEZ ON EMERGENCY PREPAREDNESS ISSUES

 

Fire Chief Floyd Sanchez reported that both paid and volunteer firefighters are well trained and they attend training every month.  Anything that the City does not have, there is a mutual aid agreement with various local fire departments to use their services. Mayor Grace mentioned that the City is receiving bids on an emergency generator for the community center to be used as a shelter in place site. The Mayor added that, in an emergency, the Parish controls all of the emergency preparations functions and the Fire Chief is in-charge of directing emergency preparedness activity. Councilwoman Danielfield questioned the response time of the ambulance service.  There were 45 medical calls last month and the response time of the ambulance service takes too long. 

 

 

 

MAYOR’S REPORT

 

Mayor Grace discussed that the City is in the process of obtaining and spending GOHSEP funds.  The Mayor reported that there are several projects that will have to be bided out which include overlaying the roof.  Several companies submitted proposal for various projects.  Concerning the waterline materials for waterline repair on Ravier Lane, Mr. Atkins Williams, Public Works/Chief Building Official, requested that the council go with the lowest bid offered by Louisiana Utilities Supply Company.  On a motion offered by Councilwoman Alexander and seconded by Councilwoman Danielfield the approval to accept Louisiana Utilities Supply Company’s bid for waterline materials for Ravier Lane was given. 

 

Mayor Grace updated the City Council and public in attendance on the litigation between the City of St. Gabriel and Iberville Parish to receive the full one (1) percent sales tax levied by the City.

 

 

COUNCIL MEMBERS REPORTS

 

Councilwoman Alexander—Reported that street signs are needed in various places around the city for bus drivers and emergency preparedness purposes. She extended a Merry Christmas and Happy New Year to all.  Councilwoman Alexander also announced that a toy giveaway will be sponsored by the City Council members on December 20, 2009 from 3 pm- 7pm in the City Hall gym.

 

Councilwoman Danielfield—Wished everyone a Merry Christmas and a Happy New Year.

 

Councilman Johnson—Requested assurances that the property agreement for the property behind the bank was signed.  Mayor Grace told him that it was but there was no further action on the property.  Councilman Johnson wished every a happy holiday and happy anniversary to Councilwoman Alexander.

There being no further business of the Mayor and City Council, on a motion offered by Councilwoman Alexander and seconded by Councilwoman Danielfield, the meeting was adjourned at approximately 7:05 pm.

            NOTICE OF HEREBY GIVEN that the City Council for the City of St. Gabriel (“the Council”), acting as the governing authority of the City of St. Gabriel, Parish of Iberville, State of Louisiana (“the City”), will meet in open and public session on February 18, 2010, and hold a public hearing on behalf of the City at the St. Gabriel City Hall, 5035 Iberville Street, Room 32, St. Gabriel, Louisiana, beginning at 6:00 p.m., to hear any objections to amending Chapter 30 – Floods ordinances to include penalties and fines as introduced on January 21, 2010.
