Jindal touts jobs push in ads, in visit to SNF

Gov. Bobby Jindal joined SNF/Flopan Inc. Project Director Brian Soucy to mark the company's milestone of surpassing the 100-job mark at its new Mississippi River chemical manufacturing facility south of Plaquemine.

The visit came during a week in which Jindal launched a series of campaign ads highlighting his administration's push to bring more jobs to Louisiana.

In 2009, Governor Jindal announced that SNF would be investing more than $300 million in five phases to build a facility that would employ 512 people by 2015 and create an estimated 900 indirect jobs.

To draw the company to locate here, the Jindal administration provided a performance-based grant from Louisiana’s Mega-Project Development Fund and helped SNF get Gulf Opportunity Zone bonds for construction of the multiphase project. Among other incentives, Iberville Parish contributed funding to help offset infrastructure costs at SNF’s development site.

“Our top priority is to make Louisiana the best place in the world to create jobs and raise a family,” Jindal said. “Thanks to SNF’s decision to invest and build in Louisiana, we will have hundreds of new jobs right here in Iberville. We beat out multiple states to win this project. SNF’s investment here is a testament to our hard-working people and the reforms we have put in place to create an environment where companies can grow, succeed, and create more opportunities for our workers.”

“The start-up of the first production lines at Flopam’s Plaquemine facility is a tremendous accomplishment,” said SNF Holding Company President Peter W. Nichols. “Throughout the past year, our contractors have worked hard and safely, and we’ve been successful in hiring our first wave of approximately 100 employees.”

SNF will invest more than $320 million at the Iberville Parish plant, which will produce water-soluble polymers for use in water treatment, enhanced oil recovery and other industrial applications. Based in France, SNF operates six U.S. locations, and the Louisiana project represents the biggest greenfield manufacturing investment in the company’s history. SNF’s phase one facility is in startup mode, with commercial production expected to begin in the next few weeks.

An additional four phases of the plant will be built on the 800-acre site located on the river between White Castle and Plaquemine.

SNF’s new jobs pay an average $57,400, plus benefits, and when the company reaches full production in 2015, the SNF Flopam annual payroll will approach $30 million. Flopam Inc. is a wholly owned subsidiary of SNF Holding Co., the North American manufacturing unit of the French company, SNF Floerger SAS.

"We think the construction of a world-class chemical manufacturing facility -- the largest greenfield investment ever made by SNF -- speaks very highly of what we have to offer in Iberville Parish," said Parish President J. Mitchell Ourso Jr. "From our workforce to our natural resources and our highly developed infrastructure, Iberville Parish offers companies an industrial potential second to none."

According to the governor's office, in addition to the manufacturing jobs, there eventually will be about 100 contractor jobs also associated with the polymer facility. The SNF jobs will include a team of 20 engineers, project managers and support staff directly dedicated to oil and gas customers who do business with the company.

The total SNF project will provide an estimated $3.7 billion in total economic output for the state of Louisiana from 2010 to 2025, according to an LSU economic impact study.
