Franklin docked for late filing of campaign report

Demetrius “Coach” Franklin, an unsuccessful candidate for Iberville Parish assessor, is appealing to the Louisiana Board of Ethics to waive a $480 fine levied against him for filing a campaign finance disclosure form eight days late.

Franklin said he had no expenses in connection with his campaign and that was unfamiliar with the filing requirements.

Office of Ethics Administrator Kathleen Allen, the attorney assigned to the case, has recommended suspending all but $200 of the fine based on Franklin's future compliance with the law.

She said Franklin's late report, due 30 days before the October 22 primary election, showed no campaign activity.

The board is expected to rule on the issue when it meets Friday in Baton Rouge.
