All bids must be accompanied by bid security equal to five percent (5%) of the sum of the base bid and all alternates, and must be in the form of a certified check, cashier's check or Iberville Parish Council Bid Bond Form written by a surety company licensed to do business in Louisiana, signed by the surety's agency or attorney-in-fact. Surety must be listed on the current U.S. Department of the Treasury Financial Management Service list of approved bonding companies as approved for an amount equal to or greater than the amount for which it obligates itself in the Bond, or must be a Louisiana domiciled insurance company with at least an A - rating in the latest printing of the A.M. Best's Key Rating Guide. If surety qualifies by virtue of its Best's listing, the amount of the Bond may not exceed ten percent of policyholders' surplus as shown in the latest A.M. Best's Key Rating Guide. The Bid Bond shall be in favor of the Parish of Iberville, Office of the Parish President, and shall be accompanied by appropriate power of attorney. No Bid Bond indicating an obligation of less than five percent (5%) by any method is acceptable.
The successful Bidder shall be required to furnish a Performance and Payment Bond written by a company licensed to do business in Louisiana, in an amount equal to 100% of the Contract amount. Surety must be listed currently on the U. S. Department of Treasury Financial Management Service List (Treasury List) as approved for an amount equal to or greater than the contract amount, or must be an insurance company domiciled in Louisiana or owned by Louisiana residents. If surety is qualified other than by listing on the Treasury list, the contract amount may not exceed fifteen percent of policyholders' surplus as shown by surety's most recent financial statements filed with the Louisiana Department of Insurance and may not exceed the amount of $500,000. However, a Louisiana domiciled insurance company with at least an A- rating in the latest printing of the A. M. Best's Key Rating Guide shall not be subject to the $500,000 limitation, provided that the contract amount does not exceed ten percent of policyholders' surplus as shown in the latest A. M. Best's Key Rating Guide nor fifteen percent of policyholders' surplus as shown by surety's most recent financial statements filed with the Louisiana Department of Insurance. The Bond shall be signed by the surety's agent or attorney-in-fact.
A MANDATORY PRE-BID CONFERENCE WILL BE HELD

Attendance at this conference is required and bidders are advised that they will be required to state on the bid form that they have personally inspected and are familiar with the project site.
Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2163 for the classification of Highway, Street and Bridge Construction. Bidder is required to comply with provisions and requirements of LA R.S.38:2212 (A)(1)(c). No bid may be withdrawn for a period of thirty (30) days after receipt of bids, except under the provisions of LA. R.S. 38:2214(C).
The Owner reserves the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2214 (A) (B) (1) (2) (3) (4) (5), the provisions and requirements of this Section, those stated in the advertisement bids, and those required on the bid form shall not be considered as informalities and shall not be waived by any public entity.
When this project is financed either partially or entirely with State Bonds or federal funds, the award of this Contract is contingent upon the granting of lines of credit, the sale of bonds by the Bond Commission or the commitment of federal funds. The State shall incur no obligation to the Contractor until the Contract Between Owner and Contractor is fully executed.

CDBG-LRA AFFORDABLE RENTAL PROGRAM
The City of St Gabriel will hold a public informational meeting in order to gather public input and provide program information to persons or organizations interested in the Affordable Rental Program being provided with HUD CDBG funding through the Louisiana Recovery Authority, Office of Community Development Disaster Recovery Unit. This program, which provides for limited grant funding in order to help create affordable rental units, is related to Hurricane Gustav/Ike federal appropriations of CDBG funds for Louisiana. Individual developers, non-profit organizations, public agencies, and individuals are invited to attend the meetings and to submit comments. The meeting will be at 6:00 pm, Tuesday, April 6, 2010 at the St. Gabriel City Hall Gymnasium located at 5035 Iberville Street, St. Gabriel, Louisiana.
The purpose of this meeting is to obtain public views on the rental housing needs of City of St. Gabriel and to discuss the program application process, eligibility standards, and deadlines for the LRA to receive application for funding.

The Department of Environmental Quality will accept comments on the proposed settlement for the next forty-five (45) days, The public is invited and encouraged to submit written comments to the Louisiana Department of Environmental Quality, Office of the Secretary, Legal Affairs Division, Post Office Box 4302, Baton Rouge Louisiana 70821-4302, Attention: Ted R. STATE OF LOUISIANA, OFFICE OF CONSERVATION, BATON ROUGE, LOUISIANA.
In accordance with the laws of the State of Louisiana, and with particular reference to the provisions of Title 30 of Louisiana Revised Statutes of 1950, a public hearing will be held in the Hearing Room, 1st Floor, LaSalle Building, 617 North 3rd Street, Baton Rouge, Louisiana, at 9:00 a.m. on TUESDAY, APRIL 27, 2010, upon the application of PEDERNALES PRODUCTION, LP.
At such hearing the Commissioner of Conservation will consider evidence relative to the issuance of Orders pertaining to the following matters relating to the Pontchartrain Sand, Unit 4 and 10,500’ Zone, Reservoir A, in the St. Gabriel Field, Iberville Parish, Louisiana.
1. To create a single drilling and production unit for the 10,500’ Zone, Reservoir A, designated as the 10500 RA SUA, which 10,500’ Zone unit as shown more particularly on the plat submitted with the application or alternatively, to consider evidence whether the previously existing Unit 4 for the Pontchartrain (T-2) Sand, created by Office of Conservation Order No. 43-D, effective October 22, 1952 and terminated by Supplement to Order No. 43-D, effective December 16, 2005 should be re-established.
2. To establish rules and regulations governing the exploration for and production of gas and condensate from the unit.
3. To designate a unit operator and unit well for the unit herein.
4. If necessary, to force pool and integrate all separately owned tracts, mineral leases and other property interests within the unit and provide for each tract sharing in unit production on a surface acreage basis of participation.
5. To consider such other matters as may be pertinent.
The Pontchartrain (T-2) Sand was created by Order No. 43-D, effective October 22, 1952 and terminated by Supplement to Order No. 43-D, effective December 16, 2005.
The 10,500’ Zone, Reservoir A is hereby defined as being that gas and condensate bearing zone encountered between the measured depths of 9,720’ and 11,470’ feet (electrical log measurements) in the Pedernales Production LP (Gravis, et al)-Pontchartrain Levee District No. 1 Well, located in Section 7, Township 9 South, Range 2 East.
A plat is available for inspection in the Office of Conservation in Baton Rouge and Lafayette, Louisiana.

CALL TO ORDER
Meeting was called to order at approximately 6:00 pm noting that a quorum had been formed with four (4) of the five (5) council members present.

APPROVAL OF THE MINUTES OF THE MEETING ON JANUARY 21, 2010
On a motion offered by Councilwoman Alexander and seconded by Councilman Hasten the minutes of the January 21, 2010 meeting was approved.
FINANCIAL REPORT – TAMMY B. PHILLIPS, FINANCE DIRECTOR
City Finance Director Tammy Phillips reported that the accounts payables were up to date and provided city council members with financial reports.
CONSIDERATION OF APPROVAL OF THE GRANT ADMINISTRATION POLICIES AND PROCEDURES
On a motion offered by Councilman Johnson and seconded by Councilwoman Danielfield, the approval to adopt the Grant Administration Policies and Procedures for the City of St. Gabriel to be followed by all City of St. Gabriel employees and grant participants, as well as the policy and procedure being made available for public review.
CONSIDERATION OF APPROVAL OF AN ORGANIZATIONAL CHART FOR THE ACCOUNTING RESPONSIBILITIES IN THE CITY CLERK’S OFFICE
Diane Allison, CPA with the firm of Faulk and Winkler, presented the organizational chart along with the duties and responsibilities of the city clerk’s office. Mayor Grace added the formalization of the chart and duties was a collaborative effort between City Clerk Yolanda L. Andrews-Mattaur and Tommy LeJeune, CPA with the firm of Faulk and Winkler. On a motion offered by Councilwoman Alexander and seconded by Councilman Johnson, the organizational chart and the duties and responsibilities for the city clerk’s office was approved.
DISCUSSION AND APPROVAL OF TIME CLOCK PROCEDURES
Mayor Grace explained that the city now uses PayChex to process payroll and Time and Labor Online to track attendance via a time clock. The Mayor further explained that the unique feature of the clock was that it requires the employee to use finger print to log in to work and to log out from work. At Mayor Grace requested that the council consider approving the new policy governing the procedures for the new system. On a motion offered by Councilwoman Alexander and seconded by Councilman Johnson, the approval of the time clock procedures is given.
CONSIDERATION OF A MOTION TO END THE REGULAR MEETING AND TO GO INTO EXECUTIVE SESSION TO DISCUSS LEGAL MATTERS
On a motion offered by Councilman Johnson and seconded by Councilwoman Danielfield, the approval to end the regular meeting and to go into executive session to discuss legal matters is given.
CONSIDERATION OF A MOTION TO END THE EXECUTIVE SESSION AND RETURN TO THE REGULAR MEETING
On a motion offered by Councilman Hasten and seconded by Councilwoman Alexander, the approval to end the executive session and return to the regular meeting is given.
City Attorney Phil Canova reports that the executive session was to discuss the sales tax litigation.

PRESENTATION BY LANDFILL SOLUTIONS – TODD NEWBILL
Todd Newbill [Jim and Jane McNaughton] with Landfill Solutions discussed usage of a 65-acre tract
of land on Giegy Access Road to establish a landfill.
OHSEP/GUSTAV RELATED MATTERS
Mayor Grace discuss the allocation of $44 million of Gustav/Ike funds received by Iberville Parish to
assist parish municipalities with various projects. The Mayor reported that St. Gabriel receive $3.8
million dollars.
COUNCIL MEMBER REPORTS
Councilwoman Alexander – No report or inquiry.
Councilwoman Danielfield – Thanked the City Maintenance Department and the St. Gabriel Police Department for participating in the Mardi Gras Parade activities.
Councilman Hasten – No report or inquiry.
Councilman Johnson – Inquired about a helicopter pad location.
PUBLIC FORUM - No request to speak during public forum.
